ANNOUNCEMENT: The Conference of Parliamentarians of the Arctic Region (CPAR) in Buryatia
From 14 to 17 June, 2016 a great international
event will be held in the capital of the Republic Buryatia Ulan-Ude
– The 12th Conference of Parliamentarians of the Arctic
Region. It is organized by the State Duma and the Federation
Council with the help of the government of the Republic Buryatia.
The support of the event organization is also given by GC
«METROPOL», OJSC «Zapsibgazprom», TC «METROPOL-EXPRESS», Fund
for Protection of Lake Baikal.
The Conference will be attended by the Deputies
of the State Duma of Russian Federation, members of the Federation
Council, the government of the Republic of Buryatia, deputies of
the National Hural of Republic, representatives of the
Russian MFA, the Ministry of Economic Development of the Russian
Federation, the Federal Water Resources Agency, the Ministry of
Emergency Situations, the Ministry of Transport, the Federal
Hydrometeorolgy Agency, the European Parliament, the North-West
Council, the North Council, deputies of the national parliaments of
countries of the Arctic Region (Denmark, Iceland, Canada, Norway,
Finland, Sweden), the representatives of the countries-observers
(the Great Britain (UK), Singapore, Japan).
The Conference will discuss topical issues of
the Arctic co-operation: the impact of human factors; social and
cultural challenges in the Arctic; climatic and environmental
changes; possible prospects for indigenous people and people of the
North; economic, technical and scientific development of the
region.
On the 14th of June at 18:30 Reception will be
held by the Head of Republic Buryatia – the Chairman of the
government of Republic Buryatia V.V. Nagovicyn. On the 15th of June
at 10:30 the grand opening of the Conference will start in the
Government building (hall 318). Greetings will be announced from
the Government of Republic, the State Duma and the Federal Council
of the Russian Federation.
Sessions are planned on the first day of the
Conference: «Arctic Cooperation in Light of the Conference on
Climate Change (COP 21) in Paris» and « People in a Developing
Arctic ». At 19:00 Gala dinner will be held on behalf of the State
Duma (restaurant «Mergen » in the «Mergen Bator» hotel). On the
16th of June the session «New opportunities in the Arctic Region»
will be held. The results of the Conference will be summed up and
the final Statement will be made. The event also includes vast
entertaining program. Besides sessions of the Conference its
participants will visit Lake Baikal and Ivolginsky temple.

The Conference of parliamentarians of the Arctic Region is held
once in two years. On the previous Conference in Canada (town
Whitehorse) in 2014 a decision to organize the next Conference in
2016 in the Russian Federation on the territory of Republic
Buryatia was made by the initiative of the Head of delegation
M.V. Slipenchuk. This proposal was approved on the Meeting of the
Standing Committee of parliamentarians of the Arctic Region in
December 2015 in Strasburg (French Republic). The presentation of
Republic Buryatia was successfully held on the Meeting of the
Standing Committee of CPAR during 2-4 of March, 2016.
The decision about holding the Arctic Conference
in Ulan-Ude is a natural step. The question of defining the borders
of the Arctic Region is still open. Experts and legislators
consider that division should not take place only on the terms of
natural areas. There is a necessity to take into account the
background of economic development of the regions. In the opinion
of M.V. Slipenchuk it will be economically wise to equate the
number of regions of Republic Buryatia to the Arctic territory.70
percent of Yeravninsky district is a territory of permafrost.
In Soviet times it was referred to the north territory. M.V.
Slipenchuk considers that the new Arctic statement should include
territories equated to arctic. It concerns the region of Eravna,
Bauntovsk, Northbaikal districts and other regions of the Eastern
Siberia and Far East Russia.

CPAR – interparliamentarian international
organization that unites parliamentarians of countries of the
Arctic Region (Russia, Norway, Canada, Denmark, Iceland, Finland,
Sweden, USA, Europian Parliament and international public
organizations). The major aim of CPAR is to contribute to the
co-operation with governments of countries of the Arctic Region
concerning the problem of indigenous peoples of the North,
ecological and social problems of the region. The Federal Council
of the Russian Federation takes part in international
interparliamentarian cooperation on standing terms. The Delegation
of the State Duma of the Federal Assembly of the Russian Federation
in CPAR is headed by M.V. Slipenchuk.
